  11. <p>   North Korea is not known to have sponsored any international
  12. terrorist attacks since 1987. While the North Korean Government
  13. has not publicly renounced terrorism, it did agree to abandon
  14. violence against the South in the December 1991 reconciliation
  15. agreement with South Korea. North Korea has also assured the
  16. Philippines that it has broken its ties to the Communist New
  17. People's Army (NPA). Pyongyang continues to provide political
  18. asylum to a small group of Japanese Communist League Red Army
  19. Faction members who hijacked a Japanese Airlines flight to North
  20. Korea in 1970.
